Visitor accommodation notice of commencement

Notify Council about short-term visitor accommodation permitted in a residential house, unit or heritage building, in a residential or rural zone.


Before you begin, please make sure you have read and understand the Christchurch District Plan rules for use of properties for permitted visitor accommodation within Christchurch.


If the type of accommodation you wish to offer is permitted and complies with all the rules for your 

residential or rural zone, you must complete the form below before you start renting your house, unit or heritage building for accommodation. 

There is no need to complete this form for complying visitor accommodation in other zones. 


If the accommodation you wish to offer isn’t permitted, you will need to apply for resource consent instead. Please do not complete this form.

Guest instructions

The District Plan requires you to provide guests with clear instructions for check-in procedures, building access, parking arrangements, restrictions on use of outdoor areas, rubbish and recycling procedures, controls on functions and events, and any relevant hazards and safety procedures.

The instructions should include maps, diagrams, photos and signs where relevant, and include the following restrictions:
  • Guests cannot hold functions or events between 10pm and 7am where the number of additional people is more than the number of paying guests. 
  • A maximum of 16 vehicle trips per day is allowed (a vehicle arriving and then leaving the property is counted as 2 trips). 
  • Guest activities must comply with the noise limits in the District Plan.

 
Property management and complaints

The District Plan also requires you to provide the owners and residents of all adjoining properties with up-to-date contact information for a local person or organisation responsible for managing the property and responding to complaints.

This information must be supplied when the accommodation activity commences, and then at least yearly, or on request.

 
Guest information

The District Plan requires you to provide guests with information about:
  •  Finding the property.
  • Any hazards and areas unable to be accessed.
  • Any stock on the property.
  • Nearby rural activities to be aware of.

 
Property management and complaints

The District Plan also requires you to provide the owners and occupiers of all adjoining properties with up-to-date contact information for a local person and/or organisation responsible for managing the property and responding to complaints. This information must be supplied when the accommodation activity commences, and on request.

 
Knowing the rules

  • You must read and understand the Christchurch District Plan rules for use of properties for permitted visitor accommodation within Christchurch and Banks Peninsula.
  • You must keep up-to-date records of the number of nights and dates the accommodation has been booked per year from the commencement date you’ve stated on this form. This information must be provided to the Council if requested.
  • Individual bookings by visitors must be for less than 28 days each
  • Noise and lighting rules apply, and if you make any changes to the property you will need to comply with any other relevant rules, including but not limited to, building setbacks, access requirements, etc.
  • There are requirements under the Building Act relating to changing the use of an existing building that may affect you, depending on your exact situation. Most short-term visitor accommodation permitted by the District Plan would not be considered a change of use, but it is best to discuss this first with the Duty Building Consent Officer by emailing DutyBCO@ccc.govt.nz. If your situation is considered a change of use, you may need to upgrade your building for fire safety, access and facilities for people with disabilities and structure and sanitary facilities.
