What you need to know before applying


Use this form if you are a business or club who wish to occupy an area of park or reserve or you are a current tenant and wish to change something on the site. 

Do not use this form if you need to book a park for sports games, wedding or picnic.

Your proposal needs to be particularly unique or specifically contribute to the purpose of the park/reserve and to public enjoyment of the space. 

We take a minimalist approach to the establishment of commercial activities such as food and drink vending and the sale of goods and services. 

All activities on a Council park must comply with either the Reserves Act 1977 classification or the Local Government Act, and the Christchurch District Plan. If your activity requires resource or building consent, it is your responsibility to obtain these. 

There is no charge for Council staff to assess your initial proposal. However, we may charge for any required property consultancy. 

The total time to issue a lease could be up to 10 months.

Applying for lighting




As part of your application you will need to consider and include details of:
  • Support from your regional or national body/organisation.
  • Club membership numbers and growth over the last 5 years.
  • Your 5 year strategic plan and 5 year membership trends and forecasts. 
  • Financial records for the last 3-5years (audited).
  • How the development will be funded.
  • Number of attendees or members.
  • Cultural effects on Tangata Whenua from your activity.
  • Indication of who will own the lights and be responsible for all aspects of operation.
  • An outline of why the club needs this sports lighting.
  • What the lights are going to be used for (e.g. training or competition).
     
  • Scaled site plan and site structure detail including :
    • Elevations
    • Plans of the proposed buildings and site structure including floor lay out
    • Planned services e.g. power and fibre
    • Conduit power cable plan
    • Indication of distances from – boundaries, building
    • Indicated total amount of new area that will be covered/sealed (m2)
    • Separation distances from Parks trees
    • Appearance of the proposed structure
    • Indication of any planning and building advice received or sought from Council.
  • Formal engineers lighting drawings must include:
    • Scaled map (or aerial) showing sports field/court associated buildings and surrounding residential homes/road boundaries.
    • Number of light poles.
    • Position of light poles.
    • Total height of light poles including luminaires.
    • Distance to boundaries.
    • Direction of lights.
    • Lux level contours to the residential/road boundaries or to where lux contours equal '0'. 
    • Final electrical cable plan.

Applying for an easement







Applying for a commercial licence
As part of your application you will need to consider and include details of:
  • Business plan.
  • Health and safety plan.
  • Scaled site plan.
  • Vehicle access and parking.
  • Separation distances from parks trees and any other services.
  •  Indication of any planning and building advice received or sought from Council including effects on parking requirements under the district plan.
  • Cultural effects on Tangata Whenua from your activity.
  • Permanent building or structure requirements (note: not all these may be applicable to your application):
    • Elevations of proposed building
    • Site structure detail including elevations
    • Plans of the proposed buildings including floor lay out
    • Planned services e.g. sewage, water, power and fibre
    • Indication of distances from – boundaries, drains, waterways, stormwater, building
  • Indicated total amount of new area that will be covered/sealed (m2)
  • Fencing - areas to be fenced
  • All other areas to decking and pathways
  • External lighting
  • Storage requirements if not part of building
  • Storage facilities separate from main building
  • Appearance of the proposed building or structure
  • Photographs of building if to be relocated
  • Letter of support from your regional or national body/organisation
  •  A copy of your 5 year strategic plan
  •  5 year membership numbers
  • Sport or activity future trends and forecast
  • How the development will be funded
  • Financial records for the last 3-5years (audited)
  • Current number of attendees or members
