Youth Development Fund

Before starting

Each year our Community Boards set aside money to fund young people in their local community.


To see if you are eligible for the Youth Development Fund, please read our community funding priorities and guidelines.


Before applying, we advise you contact your local Community Recreation Advisor or Community Development Advisor, as each community board represents a different community and may have different objectives and priorities within the overall objectives of the city's community outcomes.


Applications are open from 1 July each year. Once the annual allocation of funds is exhausted the fund is closed. 


Applications for the Youth Development Fund could have up to an 8 week turn around period dependent on the timing of Community Board meetings.

Community Board

Eligibility criteria – Te Pātaka o Rākaihautū Banks Peninsula Community Board 
  • Age groups 10 to 20 years.
  • Projects must have obvious benefits for the young person and if possible the wider community.
  • Only one successful application permitted per year (July to June).
  • Applicants should be undertaking other fundraising activities and not relying solely on Community Board support.
  • Successful applicants will be required to report back on their experiences and benefits to the Community Board.
  • Retrospective applications will not be considered.
Eligibility criteria – Waitai Coastal-Burwood-Linwood Community Board
  • Applications will be accepted and considered from individual youth who have filled in the application form and supplied the requested information.
  • Eligibility age of the fund 12 to 20 years inclusive.
  • Only one successful application permitted per year (July to June). A second application will only be accepted in exceptional cases and considered at the discretion of the Community Board.
  • The fund is open to all youth with any additional need or special circumstances for assistance being noted. e.g. hardship. (For privacy reasons any provided information in this category may be confidentially circulated to the Board prior to the public meeting for their consideration).
  • Where possible applicants should be undertaking other fundraising activities. If not possible, the reason or reasons why should be outlined in the application.
  • All successful applicants will be required to submit a short story (and if possible photos) about their experience within one month of the completion of the activity/event and may be asked to attend a Community Board meeting to provide feedback.
  • Applications must be received 6 weeks prior to the activity/ event taking place. Late applications may be considered in some circumstances.
  • Retrospective applications will not be considered.
  • Funding will not be granted towards any adult staff/supervision costs for the event but may be listed as an item in the budget. 
  • Applicants should indicate in the budget if their expenses are expected to cover the full costs of staff/coaches/supervisors attending group organised trips.
  • Individual members of one family may apply, each on a separate application form.
  • Youth must advise if there was a selection process and any criteria involved in their selection or if participation was open to all.
  • If a club/school/organisation are contributing any funds to the trip this should be noted, how much and what for.
  • If there has been/will be, any group fundraising applicants will need to outline what this was/will be, how much each individual will receive (if known) and what expenses it will cover if it is tagged to a particular expense.     
Eligibility criteria – Waimāero Fendalton-Waimairi-Harewood Community Board
  • Age groups 12 to 22 years.
  • Projects must have obvious benefits for the young person and if possible the wider community.
  • Only one successful application permitted per year (July to June) - with a maximum of four applications in total.
  • Applicants should be undertaking other fundraising activities and not relying solely on Community Board support.
  • Successful applicants will be required to report back on their experiences and benefits to the Community Board.
  • Retrospective applications will not be considered.
Eligibility criteria – Waipuna Halswell-Hornby-Riccarton Community Board
  • Applications need to be received six (6) weeks prior to the event.
  • Open to young people aged 12 to 25 years inclusive.
  • Projects must have apparent benefits for the young person and if possible the wider community.
  • Individual applicants can receive a maximum of three youth development grants with a limit of one grant in any financial year (July to June). Further applications may be accepted on exceptional circumstances.
  • Applicants should continue their efforts to seek other sources of funding and not rely solely on Community Board support as applying for assistance does not mean an automatic acceptance.
  • Successful applicants will be required to report back to the Community Board on their experiences and benefits through the supplying of a brief report and presenting at a Community Board meeting.
  • Retrospective applications will not be considered.
    Eligibility criteria – Waipapa Papanui-Innes-Central Community Board
    • Age groups 12 to 21 years, however, a youth in Year 7 or 8 will be eligible for consideration whether or not they are yet 12 years of age. 
    • Projects must have obvious benefits for the young person and if possible the wider community.
    • Only one successful application permitted per year (July to June).
    • Applicants should be undertaking other fundraising activities and not relying solely on Community Board support.
    • Successful applicants will be required to report back on their experiences and benefits to the Community Board.
    • Retrospective applications will not be considered
    Eligibility criteria – Waihoro Spreydon-Cashmere-Heathcote Community Board

    The Waihoro Spreydon-Cashmere-Heathcote Community Board is proud to be able to support young people who excel in an area of endeavour, to participate in activities they may not otherwise be able to without extra financial help.   

    ·         Applications will be considered from individuals who are primarily residing in the Spreydon-Cashmere-Heathcote area.

    ·         Applications will be received from young people in Year Nine at school, to 21 years of age. 

    ·         Projects must have obvious benefits for the young person and the wider community.

    ·         Only one successful application is permitted per year (July to June). A second application will only be accepted in exceptional cases.

    ·         Financial considerations will be taken into account, and require a letter of recommendation which outlines the need for the application.

    ·         Funding is limited to two grants per individual in total.  Any further applications are then at the discretion of the Community Board, and will require further evidence of financial need.

    ·         Applicants are expected to provide evidence of other fund-raising activities being undertaken, to demonstrate the applicant is not relying solely on Community Board support. 

    ·         Applications must be completed by individual applicants.  Where there are three or more applications received from members of one group (team or school), the application will automatically become a group application to the Discretionary Response Fund, and the grant will be paid in one lump sum to the bank account of the group.

    ·         Applications for assistance with career development costs will not be accepted.

    ·         Retrospective applications will not be considered. Applications should be submitted at least six weeks prior to the activity/event taking place.


    Successful applicants must report back to the Community Board by submitting an Accountability Report about their experience, and if possible attend a Community Board meeting. 
    Group application
    If you are part of a larger group (e.g. sports team, scout group, orchestra, etc) and other members of the group may be applying to the Youth Development Fund for the same event, it is preferred that one application be submitted for the whole group. 


    Please note: The group/team/school must have a bank account in their name. We cannot pay any approved funding for a group into a personal/private account. For example, if you are a sports team and do not have your own account, we would pay into your Club’s account.
